Rape, colza or mustard oil fractions, non-chemically modified
HSN 1514 19 90 (non-low erucic acid rape, colza or mustard oil fractions, other) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence under the Food Safety and Standards Act, 2006, with consignments permitted only through designated food-import entry points under General Note 4(D) of Schedule I of the ITC (HS) 2022. Directorate General of Foreign Trade (DGFT) policy controls and Central Board of Indirect Taxes and Customs (CBIC) instruction overlays apply as additional clearance requirements at the bill-of-entry stage.

The most common error on this tariff line is treating the FSSAI Import Licence upload as the sole clearance obligation and presenting the consignment at a non-designated port. An edible oil consignment arriving at a port that is not a notified food-import entry point under General Note 4(D) will be detained regardless of whether the FSSAI licence and label documents are current and correctly uploaded in e-Sanchit — detention accrues demurrage and ground rent from the date of arrival, and re-routing to a designated port requires a fresh bill of entry.
