Crude colza oil, unrefined rape or colza seed oil
HSN 1514 11 10 (Colza oil) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and non-GM origin cum GM-free certification under the Food Safety and Standards Act, 2006. Plant Protection, Quarantine and Storage (PPQS) phytosanitary clearance applies concurrently, and consignments are permitted only through the designated food-import entry points notified under General Note 4(D) of Schedule I of the ITC (HS) 2022.

- 3Route the consignment only through a designated food-import entry point per General Note 4(D) of Schedule I of the ITC (HS) 2022. The most common error on this tariff line is treating the FSSAI Import Licence as the sole clearance document and overlooking the non-GM origin cum GM-free certificate, which became mandatory for consignments dispatched on or after 1 March 2021. Absence of this certificate — or a certificate that does not match the FSSAI-prescribed format of 21 August 2021 — will result in consignment detention at the designated port regardless of whether the licence itself is current. The PPQS phytosanitary clearance is a concurrent and independent requirement; a valid FSSAI licence does not substitute for it.
