    Attach a non-GM origin cum GM-free certificate to each consignment dispatched on or after 1 March 2021. A non-GM origin and GM-free attestation incorporated on the phytosanitary or health certificate is accepted, provided it contains all information and declarations specified in the format issued by FSSAI order dated 21-08-2021.

    Route the consignment only through a designated food-import entry point per General Note 4(D) of Schedule I of the ITC (HS) 2022. Any labelling deficiency that qualifies for rectification under FSS (Labelling and Display) Regulations, 2020 must be remedied by affixing a single non-detachable sticker at a customs-bonded warehouse before visual inspection, without altering the original label.

The most common error on this tariff line is treating the FSSAI Import Licence as the sole clearance document and overlooking the non-GM origin cum GM-free certificate, which became mandatory for consignments dispatched on or after 1 March 2021. Absence of this certificate — or a certificate that does not match the FSSAI-prescribed format of 21 August 2021 — will result in consignment detention at the designated port regardless of whether the licence itself is current. The PPQS phytosanitary clearance is a concurrent and independent requirement; a valid FSSAI licence does not substitute for it.
