HSN 1512 19 90 (Other sunflower seed, safflower or cotton seed oil fractions) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence requirements under the Food Safety and Standards Act, 2006, with consignments permitted only through designated food-import entry points under General Note 4(D) of Schedule I of the ITC (HS) 2022. Directorate General of Foreign Trade (DGFT) policy controls and Central Board of Indirect Taxes and Customs (CBIC) customs overlays apply as additional clearance requirements.
- Import Licence from FSSAI
- Certificate of Analysis from FSSAI
- Specimen copy of label from FSSAI
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade, Central Board of Indirect Taxes and Customs.
- 1Obtain a current FSSAI Import Licence and ensure it is uploaded in e-Sanchit under document code 911001 before filing the bill of entry. The proper officer will verify this upload before granting out-of-charge; consignments lacking the licence are detained at the port of entry.FSSAI Import Licence · document code 911001 · CBIC Instruction 09/2023-Cus dated 07-03-2023
- 2Upload the Certificate of Analysis for food and supplements (document code 0010FS) and the Specimen Copy of Label (document code 0110FS) in e-Sanchit at the bill of entry stage. Label deficiencies in the nutritional information — including per-serve percentage contribution to recommended dietary allowance and expiry date — may be rectified at customs bonded warehouses by affixing a single non-detachable sticker, without altering original label information, before inspection by the authorised officer.CBIC Instruction 10/2022-Cus dated 28-06-2022 · CBIC Instruction 09/2023-Cus dated 07-03-2023 · FSSAI order dated 18-11-2022 under F.No. Import/TFM/Apex/2022-FSSAI · FSS (Labelling and Display) Regulations, 2020
- 3Route the consignment only through a designated food-import entry point notified under General Note 4(D) of Schedule I of the ITC (HS) 2022. Arrival at a non-designated port renders the consignment liable to detention, demurrage, and re-export under the FSSAI import enforcement regime.General Note 4(D) of Schedule I of the ITC (HS) 2022 · FSSAI Letter 1828/Misc Matters/FSSAI/Imports-2021 dated 17-06-2022
The most common error on this tariff line is assuming that a valid FSSAI Import Licence alone secures out-of-charge; the Certificate of Analysis (0010FS) and the Specimen Copy of Label (0110FS) are independently mandatory uploads in e-Sanchit, and absence of either triggers detention even where the licence is current. Labelling rectification at port is permitted only for specific enumerated deficiencies under FSS (Labelling and Display) Regulations, 2020 — it is not a general cure for non-compliant labels, and any rectification must be completed before visual inspection by the authorised officer.
