Sunflower oil, edible grade
Sunflower seed oil, edible grade, refined or unrefined
HSN 1512 19 10 (Sunflower oil, edible grade) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and conformity obligations under the Food Safety and Standards Act, 2006, with consignments permitted only through designated food-import entry points under General Note 4(D) of Schedule I of the ITC (HS) 2022. The Directorate General of Foreign Trade (DGFT) classifies the tariff line under the ITC (HS) import policy, and the Central Board of Indirect Taxes and Customs (CBIC) administers documentary verification at the bill of entry.
- Import Licence from FSSAI
- Certificate of Analysis from FSSAI
- Specimen copy of label from FSSAI
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade, Central Board of Indirect Taxes and Customs.
- 1Obtain a current FSSAI Import Licence and ensure it is uploaded in e-Sanchit under document code 911001 before the bill of entry is filed. The Proper Officer will verify this upload prior to granting out-of-charge; consignments without the licence on record in e-Sanchit are detained at port.CBIC Instruction 10/2022-Customs dated 28-06-2022 · CBIC Instruction 09/2023-Cus dated 07-03-2023
- 2Upload the Certificate of Analysis for food and supplements (document code 0010FS) and the Specimen Copy of Label (document code 0110FS) in e-Sanchit at the bill of entry stage. Label declarations must meet the FSS (Labelling and Display) Regulations, 2020, including per-serve percentage contribution to recommended dietary allowances; rectifiable labelling deficiencies may be corrected at a customs bonded warehouse by affixing a single non-detachable sticker before inspection.FSSAI Letter 1828/Misc Matters/FSSAI/Imports-2021 dated 17-06-2022 · CBIC Instruction 10/2022-Customs dated 28-06-2022 · FSSAI clarification order dated 18-11-2022
- 3Route the consignment only through the designated food-import entry points notified under General Note 4(D) of Schedule I of the ITC (HS) 2022. Consignments arriving at a non-designated port are liable to detention and re-export, irrespective of the validity of the FSSAI Import Licence.General Note 4(D) of Schedule I of the ITC (HS) 2022 · CBIC Instruction 05/2023-Cus dated 08-02-2023
The most common error on this tariff line is treating the FSSAI Import Licence upload as the sole documentation obligation and overlooking the concurrent requirement to upload both the Certificate of Analysis (0010FS) and the Specimen Copy of Label (0110FS) in e-Sanchit. A consignment that arrives with all three documents but with label information not meeting the FSS (Labelling and Display) Regulations, 2020 — particularly the per-serve RDA contribution — can still be held for rectification; only deficiencies within the FSSAI-notified rectifiable category may be corrected at the bonded warehouse, and missing core information is grounds for re-export.
