Mucilages and thickeners from locust bean or guar seeds, other
HSN 1302 32 90 (other mucilages and thickeners derived from locust beans, locust bean seeds or guar seeds) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and labelling compliance under the Food Safety and Standards Act, 2006 and the FSS (Import) Regulations, 2017. Phytosanitary certification and compliance with General Note 4(D) of Schedule I of the ITC (HS) 2022 for designated food-import entry points apply as additional clearance requirements administered by the Directorate General of Foreign Trade (DGFT) and the Central Board of Indirect Taxes and Customs (CBIC).
- Import Licence from FSSAI
- Phytosanitary Certificate from exporter
- Specimen copy of label from FSSAI
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade, Central Board of Indirect Taxes and Customs.
- 1Obtain an FSSAI Import Licence before shipment and upload it in e-Sanchit under document code 911001 prior to filing the bill of entry. Also upload the Specimen Copy of Label (document code 0110FS) and the Phytosanitary Certificate (document code 851000); out-of-charge will not be granted until all three documents are verified in e-Sanchit.CBIC Instruction 10/2022-Customs dated 28-06-2022; CBIC Instruction 09/2023-Cus dated 07-03-2023; FSSAI order dated 18-11-2022 under F.No.Import/TFM/Apex/2022-FSSAI
- 2Route the consignment through a designated food-import entry point in compliance with General Note 4(D) of Schedule I of the ITC (HS) 2022. Arrival at a non-designated port renders the consignment liable to detention pending redirection or re-export.General Note 4(D) of Schedule I of ITC (HS) 2022; CBIC Instruction 05/2023-Cus dated 08-02-2023
- 3Any labelling deficiencies identified at port may be rectified only under the FSSAI rectifiable-labelling dispensation: a single non-detachable sticker must be affixed next to the principal display panel at a customs bonded warehouse before visual inspection by the authorised officer, without altering the original label. Rectification covers per-serve RDA contribution and expiry/best-before date discrepancies as specified.FSSAI Letter 1828/Misc Matters/FSSAI/Imports-2021 dated 17-06-2022; CBIC Instruction 10/2022-Customs dated 28-06-2022; FSSAI clarification order dated 18-11-2022
The most common error on this tariff line is treating the FSSAI rectifiable-labelling dispensation as a general cure for non-compliant labels. The dispensation is confined to specific items — per-serve RDA percentage contribution and expiry/best-before date discrepancies — and must be carried out at a customs bonded warehouse before the authorised officer's inspection, not after. A label deficiency outside those specified items cannot be rectified at port and will result in consignment detention or re-export.
