Other vegetable saps and extracts (residual category)
HSN 1302 19 90 covers residual vegetable saps and extracts and is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence requirements under the Food Safety and Standards Act, 2006. Consignments must enter only through the designated food-import ports under General Note 4(D) of Schedule I of the ITC (HS) 2022, administered by the Directorate General of Foreign Trade (DGFT). Central Board of Indirect Taxes and Customs (CBIC) rectifiable-labelling and Phytosanitary Certificate requirements apply as additional clearance overlays.

The residual nature of HSN 1302 19 90 creates a classification-verification risk: importers frequently misdeclare specialty botanical extracts — including clove stem and similar spice derivatives — under this catch-all code without checking whether FSSAI has issued a product-specific standard or testing protocol. For clove stem in particular, FSSAI has directed testing against horizontal safety parameters and a volatile oil content of not less than 8.5 percent by v/w under FSSR 2.9.6(1) pending notification of a dedicated standard; a consignment that does not meet this criterion will be detained regardless of a valid FSSAI Import Licence.
