Xanthium gum
Xanthium gum, natural gum of vegetable origin
HSN 1301 90 34 (Xanthium gum) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence requirements under the Food Safety and Standards Act, 2006, with mandatory Phytosanitary Certificate and specimen label upload at the bill of entry. Import is permitted only through designated food-import entry points under General Note 4(D) of Schedule I of the ITC (HS) 2022, administered by the Directorate General of Foreign Trade (DGFT).
- Import Licence from FSSAI
- Phytosanitary Certificate from exporting country
- Specimen copy of label from importer
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade, Central Board of Indirect Taxes and Customs.
- 1Obtain the FSSAI Import Licence and ensure it is current before the bill of entry is filed. Upload the FSSAI Import Licence (document code 911001), the Phytosanitary Certificate (document code 851000), and the Specimen Copy of Label (document code 0110FS) in e-Sanchit before customs out-of-charge.FSSAI Import Licence document code 911001 · Phytosanitary Certificate document code 851000 · Specimen Copy of Label document code 0110FS · CCR e-Sanchit mandatory upload requirement
- 2Route the consignment through a designated food-import entry point as required under General Note 4(D) of Schedule I of the ITC (HS) 2022. Non-designated ports are not authorised for clearance of food imports and consignments arriving at an undesignated port are liable to detention.General Note 4(D) of Schedule I of the ITC (HS) 2022 · CBIC Instruction 05/2023-Cus dated 08-02-2023
- 3Ensure labelling complies with the Food Safety and Standards (Labelling and Display) Regulations, 2020. Rectifiable labelling deficiencies — including per-serve dietary contribution data and best-before date — may be corrected at a customs bonded warehouse by affixing a single non-detachable sticker before inspection, without altering the original label.CBIC Instruction 10/2022-Customs dated 28-06-2022 · CBIC Instruction 09/2023-Cus dated 07-03-2023 · FSSAI order dated 18-11-2022 under F.No.Import/TFM/Apex/2022-FSSAI · FSSAI Letter 1828/Misc Matters/FSSAI/Imports-2021 dated 17-06-2022
The most common error on this tariff line is presenting a current FSSAI Import Licence while failing to upload all three mandatory e-Sanchit documents — particularly the Phytosanitary Certificate (851000) — before the bill of entry reaches the proper officer. A PGA-facilitated bill that bypasses the FSSAI NOC queue is still subject to document verification by the proper officer at out-of-charge; a missing Phytosanitary Certificate at that stage causes consignment detention and accrual of demurrage and ground rent pending re-upload and re-verification.
