Chicory roots for human consumption, fresh or dried
HSN 1212 94 00 (Chicory roots) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and labelling compliance under the Food Safety and Standards Act, 2006, including the FSS (Import) Regulations, 2017 and FSS (Labelling and Display) Regulations, 2020. Consignments must enter only through designated food-import entry points per General Note 4(D) of Schedule I of the ITC (HS) 2022, with the Directorate General of Foreign Trade (DGFT) and Central Board of Indirect Taxes and Customs (CBIC) applying concurrent policy overlays.
- Import Licence from FSSAI
- Specimen copy of label from FSSAI
- ITC (HS) entry-point declaration to CBIC
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade, Central Board of Indirect Taxes and Customs.
- 1Obtain the FSSAI Import Licence before filing the bill of entry and upload it in e-Sanchit under document code 911001. - 2Route the consignment only through a designated food-import entry point in compliance with General Note 4(D) of Schedule I of the ITC (HS) 2022. Arrival at an undesignated port will result in consignment detention pending re-routing or re-export.General Note 4(D) of Schedule I of ITC (HS) 2022 · CBIC Instruction 09/2023-Cus dated 07-03-2023
- 3Ensure all labelling meets FSS (Labelling and Display) Regulations, 2020 requirements. Permissible rectifications — including per-serve percentage contribution to recommended dietary allowance and date-of-expiry information supplied by the manufacturer — may be completed at a customs bonded warehouse before inspection, using a single non-detachable sticker affixed next to the principal display panel without altering the original label.CBIC Instruction 10/2022-Customs dated 28-06-2022 · FSSAI clarification order dated 18-11-2022 under F.No.Import/TFM/APEX/2022-FSSAI · CBIC Instruction 09/2023-Cus dated 07-03-2023
The most common error on this tariff line is treating a label deficiency as rectifiable in all circumstances without confirming that the corrective information originates from the manufacturer itself. Rectification of expiry-date and per-serve dietary data is only permitted where the manufacturer has supplied the information; importer-originated stickering of these fields is not a valid rectification and will be treated as a labelling violation by the FSSAI authorised officer at port, triggering re-inspection delay or consignment detention.
