Sugar beet, fresh, chilled, frozen or dried
HSN 1212 91 00 (Sugar beet) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and a non-GM origin cum GM-free certificate requirement under the Food Safety and Standards Act, 2006, for all consignments dispatched on or after 1 March 2021. Plant Protection, Quarantine and Storage (PPQS) phytosanitary clearance applies as a concurrent overlay, and import is permitted only through the 79 designated food-import entry points under General Note 4(D) of Schedule I of the ITC (HS) 2022.

A non-GM origin cum GM-free attestation on the phytosanitary or health certificate is accepted provided it contains all information and declarations in the format issued by FSSAI. - 3Ensure import entry is made only through one of the 79 designated food-import ports under General Note 4(D) of Schedule I of the ITC (HS) 2022. The most common error on this tariff line is submitting a standalone non-GM free certificate rather than ensuring the attestation is either a separate document in the prescribed FSSAI format or appears explicitly on the phytosanitary or health certificate with all required declarations — an attestation that omits any element of the 21 August 2021 format is treated as non-compliant and triggers consignment detention pending re-documentation. Importers who dispatch before confirming the certificate format frequently face port detention and demurrage charges while awaiting a corrected document from the exporting country.
