Import is classified as Free under the ITC (HS) policy administered by the Directorate General of Foreign Trade (DGFT), but entry is conditional on prior grant of an import permit by PPQS.

- 1Obtain a valid import permit from Plant Protection, Quarantine and Storage before the consignment is dispatched. Import of Australian lupin seeds is permissible only in accordance with a permit granted under the Plant Quarantine (Regulation of Import into India) Order, 2003; consignments arriving without a current permit are liable to detention or re-export.Plant Quarantine (Regulation of Import into India) Order, 2003 · ITC (HS) import policy condition, Chapter 12
- 2Ensure the Phytosanitary Certificate (document code 851000) issued by the competent authority of the exporting country is uploaded in e-Sanchit before the bill of entry is filed. The proper officer is required to verify this upload prior to granting out-of-charge.Plant Quarantine (Regulation of Import into India) Order, 2003 · e-Sanchit document code 851000
The most common error on this tariff line is confusing the Free import status with unconditional entry: although the ITC (HS) policy lists import as Free, the PPQS import permit is a binding pre-condition and not a formality waivable at port. A consignment presented without a current, product-specific PPQS permit will be detained pending quarantine inspection, accruing demurrage and ground rent, and may be ordered for re-export if the permit cannot be regularised.
