HSN 1108 13 00 (Potato starch) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and labelling compliance under the Food Safety and Standards Act, 2006. Consignments must enter only through designated food-import ports in compliance with General Note 4(D) of Schedule I of the ITC (HS) 2022, administered by the Directorate General of Foreign Trade (DGFT) and the Central Board of Indirect Taxes and Customs (CBIC).

The most common error on this tariff line is assuming that the FSSAI Import Licence alone secures out-of-charge. Customs proper officers are specifically instructed to verify that all three documents — the specimen label (0110FS), the food grade certificate (6570FS), and the FSSAI Import Licence (911001) — are uploaded in e-Sanchit before out-of-charge is given; a missing food grade certificate triggers detention even when the licence is current. Labelling rectification at port is a limited dispensation and does not substitute for pre-shipment label compliance.
