Maize (corn) starch
Maize (corn) starch, food-grade milling starch
HSN 1108 12 00 (Maize (corn) starch) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence requirements under the Food Safety and Standards Act, 2006, and entry is restricted to designated food-import ports under General Note 4(D) of Schedule I of the ITC (HS) 2022. The Directorate General of Foreign Trade (DGFT) administers the overarching import policy condition, and the Central Board of Indirect Taxes and Customs (CBIC) enforces document-verification obligations at the bill of entry.
- Import Licence from FSSAI
- Food grade certificate from FSSAI
- Specimen copy of label from FSSAI
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade, Central Board of Indirect Taxes and Customs.
- 1Obtain an FSSAI Import Licence and ensure the mandatory documents — Specimen Copy of Label (document code 0110FS), Food Grade Certificate (document code 6570FS), and FSSAI Import Licence (document code 911001) — are uploaded in e-Sanchit before filing the bill of entry. Out-of-charge will not be granted until all three are verified by the proper officer.CBIC Instruction 09/2023-Cus dated 07-03-2023 · FSSAI order dated 18-11-2022 under F.No.Import/TFM/Apex/2022-FSSAI
- 2Route the consignment exclusively through one of the designated food-import ports listed in the ITC (HS) 2022 Annexure. Entry through a non-designated port renders the consignment liable to detention and re-export under General Note 4(D) of Schedule I of the ITC (HS) 2022.General Note 4(D) of Schedule I of the ITC (HS) 2022 · CBIC Instruction 05/2023-Cus dated 08-02-2023
- 3Any labelling deficiencies identified at the port may be rectified at a customs-bonded warehouse before visual inspection, by affixing a single non-detachable sticker next to the principal display panel, in accordance with the FSSAI rectifiable-labelling dispensation. Rectification is limited to the categories specified under FSS (Labelling and Display) Regulations, 2020 and does not cure a missing FSSAI Import Licence or Food Grade Certificate.CBIC Instruction 10/2022-Customs dated 28-06-2022 · FSSAI Letter 1828/Misc Matters/FSSAI/Imports-2021 dated 17-06-2022 · FSSAI clarification order dated 18-11-2022
The most common error on this tariff line is treating the rectifiable-labelling dispensation as a cure-all for documentation shortfalls. The rectification window under FSS (Labelling and Display) Regulations, 2020 and CBIC Instruction 10/2022-Customs applies exclusively to specified label deficiencies — not to an absent or expired FSSAI Import Licence or a missing Food Grade Certificate. A consignment arriving without document codes 911001 or 6570FS uploaded in e-Sanchit will be detained regardless of whether labelling can be corrected at the bonded warehouse.
