Flour, meal and powder of dried leguminous vegetables
HSN 1106 10 90 (flour, meal and powder of dried leguminous vegetables) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence under the Food Safety and Standards Act, 2006, and import is permitted only through designated food-import entry points under General Note 4(D) of Schedule I of the ITC (HS) 2022. Directorate General of Foreign Trade (DGFT) Restricted-import policy and Central Board of Indirect Taxes and Customs (CBIC) customs overlay apply as additional clearance requirements.
- Import Licence from FSSAI
- Food grade certificate from FSSAI
- Specimen copy of label from FSSAI
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade, Central Board of Indirect Taxes and Customs.
- 1Obtain the FSSAI Import Licence and ensure that the mandatory documents — Specimen Copy of Label (document code 0110FS), Food Grade Certificate (document code 6570FS), and FSSAI Import Licence (document code 911001) — are uploaded in e-Sanchit before the bill of entry is filed. The proper officer will verify these uploads before granting out-of-charge.FSSAI Import Licence document code 911001 · CBIC Instruction 09/2023-Cus dated 07-03-2023 · CBIC Instruction 10/2022-Cus dated 28-06-2022
- 2Route the consignment only through one of the designated food-import entry points in compliance with General Note 4(D) of Schedule I of the ITC (HS) 2022. Consignments arriving at non-designated ports are liable to detention and do not qualify for out-of-charge regardless of FSSAI licence status.General Note 4(D) of Schedule I of ITC (HS) 2022 · CBIC Instruction 05/2023-Cus dated 08-02-2023
- 3Ensure labelling complies with FSS (Labelling and Display) Regulations, 2020 before port clearance. Rectifiable labelling deficiencies — including per-serve percentage contribution to recommended dietary allowance and expiry/best-before date added by the manufacturer — may be rectified at customs bonded warehouses by affixing a single non-detachable sticker next to the principal display panel without altering the original label.FSSAI Letter 1828/Misc Matters/FSSAI/Imports-2021 dated 17-06-2022 · CBIC Instruction 10/2022-Cus dated 28-06-2022 · FSSAI clarification order dated 18-11-2022
The most common error on this tariff line is treating a labelling deficiency as a minor rectifiable matter and presenting the consignment without pre-cleared labels, only to discover that the specific deficiency falls outside the permitted rectification list under Regulation 6 of the FSS (Import) Regulations, 2017 and the orders dated 22-05-2018 and 14-01-2019. Non-rectifiable labelling failures result in consignment detention and potential re-export, not a port-side sticker fix. Confirm that every label element required under FSS (Labelling and Display) Regulations, 2020 is present before vessel departure.
