Flakes, granules and pellets
Potato flakes, granules and pellets for food use
HSN 1105 20 00 (Potato flakes, granules and pellets) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and labelling compliance under the Food Safety and Standards Act, 2006, and the FSS (Import) Regulations, 2017. Consignments must enter through designated food-import ports as required under General Note 4(D) of Schedule I of the ITC (HS) 2022, administered by the Directorate General of Foreign Trade (DGFT) and enforced at the bill of entry by the Central Board of Indirect Taxes and Customs (CBIC).
- Import Licence from FSSAI
- Food Grade Certificate from FSSAI
- Specimen copy of label from importer
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade, Central Board of Indirect Taxes and Customs.
- 1Obtain a current FSSAI Import Licence before filing the bill of entry. Upload the licence (document code 911001), the Food Grade Certificate (document code 6570FS), and a Specimen Copy of Label (document code 0110FS) in e-Sanchit. The proper officer will verify all three documents before granting out-of-charge.FSSAI Import Licence · document codes 911001, 6570FS, 0110FS · CCR mandatory-documents requirement
- 2Route the consignment through a designated food-import entry point in compliance with General Note 4(D) of Schedule I of the ITC (HS) 2022. Arrival at a non-designated port renders the consignment liable to detention pending re-routing or return.General Note 4(D) of Schedule I of the ITC (HS) 2022 · CBIC Instruction 05/2023-Cus dated 08-02-2023
- 3Ensure labelling is compliant with FSS (Labelling and Display) Regulations, 2020 before shipment. Rectifiable labelling defects — including per-serve percentage RDA contributions and best-before/expiry date alignment — may be corrected at a customs bonded warehouse by affixing a single non-detachable sticker next to the principal display panel, without altering the original label, before inspection by the FSSAI-authorised officer.CBIC Instruction 10/2022-Customs dated 28-06-2022 · CBIC Instruction 09/2023-Cus dated 07-03-2023 · FSSAI order dated 18-11-2022 under F.No.Import/TFM/APEX/2022-FSSAI · FSS (Labelling and Display) Regulations, 2020
The most common error on this tariff line is assuming that the FSSAI Import Licence alone completes the clearance. The Food Grade Certificate (document code 6570FS) is a separate mandatory upload in e-Sanchit and is independently verified by the proper officer; a consignment with a current FSSAI licence but a missing or expired Food Grade Certificate will be held at the port pending compliance. Rectifiable labelling corrections must be completed in the customs bonded warehouse before visual inspection — not after the FSSAI-authorised officer has begun re-inspection.
