HSN 1103 11 20 (Wheat meal) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and food-safety clearance under the Food Safety and Standards Act, 2006, and the FSS (Import) Regulations, 2017. Consignments must enter only through the designated food-import entry points per General Note 4(D) of Schedule I of the ITC (HS) 2022, with Directorate General of Foreign Trade (DGFT) and Central Board of Indirect Taxes and Customs (CBIC) policy overlays applying at the bill-of-entry stage.

- 2Route the consignment exclusively through one of the designated food-import entry points as required by General Note 4(D) of Schedule I of the ITC (HS) 2022. - 3If labelling deficiencies are identified at the port, rectification may be permitted only for the categories specified under CBIC Instruction 09/2023-Cus and the FSSAI clarification order dated 18-11-2022 — including per-serve RDA contribution and expiry/best-before date — by affixing a single non-detachable sticker next to the principal display panel without altering the original label. The most common error on this tariff line is presenting only the FSSAI Import Licence at the bill of entry and omitting either the Food Grade Certificate (6570FS) or the Specimen Copy of Label (0110FS). Customs out-of-charge is withheld until all three documents are confirmed in e-Sanchit, and the rectifiable-labelling dispensation does not extend to a missing Food Grade Certificate — that gap cannot be cured at the port and will require re-export or confiscation proceedings.
