Canary seeds, other varieties for food import
HSN 1008 30 90 (Canary seeds, other) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence requirements under the Food Safety and Standards Act, 2006, including mandatory labelling compliance under the FSS (Labelling and Display) Regulations, 2020. Consignments must enter only through designated food-import entry points under General Note 4(D) of Schedule I of the ITC (HS) 2022, with the Directorate General of Foreign Trade (DGFT) and Central Board of Indirect Taxes and Customs (CBIC) administering overlapping policy controls.
- Import Licence from FSSAI
- Food Grade Certificate from FSSAI
- Specimen copy of label from FSSAI
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade, Central Board of Indirect Taxes and Customs.
- 1Upload the FSSAI Import Licence (document code 911001), the Specimen Copy of Label (document code 0110FS), and the Food Grade Certificate (document code 6570FS) in e-Sanchit before filing the bill of entry. Customs out-of-charge will not be granted until all three documents are verified in the system.CBIC Instruction 09/2023-Cus dated 07-03-2023 · CBIC Instruction 10/2022-Customs dated 28-06-2022 · FSSAI order dated 18-11-2022 under F.No.Import/TFM/Apex/2022-FSSAI
- 2Route the consignment only through a designated food-import entry point compliant with General Note 4(D) of Schedule I of the ITC (HS) 2022. Non-designated ports do not have the authorised FSSAI officer infrastructure to conduct inspection, and consignments arriving at an undesignated port are liable to detention and demurrage pending redirection.General Note 4(D) of Schedule I of the ITC (HS) 2022 · CBIC Instruction 05/2023-Cus dated 08-02-2023
- 3Ensure labelling is compliant with FSS (Labelling and Display) Regulations, 2020 before dispatch. Rectification of limited labelling deficiencies — including per-serve percentage contribution to recommended dietary allowance and expiry date — is permitted at a customs bonded warehouse by a single non-detachable sticker affixed next to the principal display panel, provided the manufacturer supplies the corrected information.FSSAI Letter 1828/Misc Matters/FSSAI/Imports-2021 dated 17-06-2022 · CBIC Instruction 10/2022-Customs dated 28-06-2022, Para 2(i) · FSSAI clarification order dated 18-11-2022
The most common error on this tariff line is treating the FSSAI Import Licence alone as sufficient clearance, while omitting the Food Grade Certificate (document code 6570FS) from the e-Sanchit upload. Customs proper officers are instructed to verify all three mandatory documents before out-of-charge, and a missing Food Grade Certificate — even where the Import Licence is current — results in detention at the designated port. The rectifiable-labelling dispensation does not extend to absent PGA clearance documents.
