Proso (Panicum miliaceum (L.))
Proso millet grain (Panicum miliaceum) for import
HSN 1008 29 50 (Proso millet, Panicum miliaceum (L.)) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence requirements and labelling compliance under the Food Safety and Standards Act, 2006 and the FSS (Import) Regulations, 2017. Import is permitted only through designated food-import entry points under General Note 4(D) of Schedule I of the ITC (HS) 2022, administered by the Directorate General of Foreign Trade (DGFT) and the Central Board of Indirect Taxes and Customs (CBIC).
- Import Licence from FSSAI
- Label declaration from importer
- Rectifiable labelling compliance from CBIC
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade, Central Board of Indirect Taxes and Customs.
- 1Ensure the consignment enters only through a designated food-import entry point in compliance with General Note 4(D) of Schedule I of the ITC (HS) 2022. Filing a bill of entry at a non-designated port renders the consignment liable to detention and DGFT-policy enforcement.General Note 4(D) of Schedule I of ITC (HS) 2022
- 2Verify that all labelling on the imported Proso millet consignment meets the FSS (Labelling and Display) Regulations, 2020, including per-serve percentage contribution to recommended dietary allowance and date-of-expiry information. Any permitted rectification must be carried out at the customs bonded warehouse before visual inspection by the authorised officer, by affixing a single non-detachable sticker next to the principal display panel without altering the original label.CBIC Instruction 10/2022-Customs dated 28-06-2022 · FSSAI Letter 1828/Misc Matters/FSSAI/Imports-2021 dated 17-06-2022 · CBIC Instruction 09/2023-Cus dated 07-03-2023
The most common error on this tariff line is treating labelling deficiencies as rectifiable at any stage of customs processing. Rectification under the FSSAI-CBIC rectifiable-labelling regime is permissible only at the customs bonded warehouse and only before the authorised officer's visual inspection; any attempt to rectify labels after inspection — or outside the bonded warehouse — constitutes non-compliance with the FSS (Import) Regulations, 2017 and exposes the consignment to re-export or confiscation orders.
