Bajra
Bajra millet seed for import (pearl millet grain)
HSN 1008 21 20 (Bajra) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence under the Food Safety and Standards Act, 2006, with import classified as Restricted under policy condition 2 of Chapter 10 of the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT). Consignments are permitted only through designated food-import entry points under General Note 4(D) of Schedule I of the ITC (HS) 2022, and Central Board of Indirect Taxes and Customs (CBIC) labelling-compliance instructions apply at the port.
- Import Licence from FSSAI
- Phytosanitary Certificate from exporting country
- Specimen copy of label from importer
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade, Central Board of Indirect Taxes and Customs.
- 1Obtain a valid FSSAI Import Licence and ensure the foreign consignment satisfies the Restricted-import status under policy condition 2 of Chapter 10 of the ITC (HS) policy before filing the bill of entry. Upload the FSSAI Import Licence (document code 911001) in e-Sanchit prior to customs out-of-charge.ITC (HS) policy condition 2 of Chapter 10 · FSSAI Import Licence document code 911001
- 2Upload the Specimen Copy of Label (document code 0110FS) and the Phytosanitary Certificate (document code 851000) in e-Sanchit at the bill-of-entry stage. The proper officer will verify these documents before granting out-of-charge on PGA-facilitated bills.CBIC Instruction 10/2022-Cus dated 28-06-2022 · CBIC Instruction 09/2023-Cus dated 07-03-2023
- 3Route the consignment only through a designated food-import entry point compliant with General Note 4(D) of Schedule I of the ITC (HS) 2022. At the port, rectifiable labelling deficiencies — including per-serve RDA contribution and expiry-date presentation — may be corrected by affixing a single non-detachable sticker on the principal display panel before inspection by the authorised officer.General Note 4(D) of Schedule I, ITC (HS) 2022 · FSSAI Letter 1828/Misc Matters/FSSAI/Imports-2021 dated 17-06-2022 · CBIC Instruction 10/2022-Cus dated 28-06-2022
The most common error on this tariff line is treating the Phytosanitary Certificate as a phytosanitary-quarantine formality separate from the FSSAI clearance, and uploading it late or out of sequence. All three mandatory documents — FSSAI Import Licence (911001), Phytosanitary Certificate (851000), and Specimen Copy of Label (0110FS) — must be uploaded in e-Sanchit before the bill of entry is processed; a missing upload on any one document is sufficient grounds for the proper officer to withhold out-of-charge, triggering detention, demurrage, and ground rent at the designated port.
