Buckwheat (other than seed-grade), residual buckwheat cereal
HSN 1008 10 90 (Buckwheat, other) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and food-safety clearance under the Food Safety and Standards Act, 2006, and the Food Safety and Standards (Import) Regulations, 2017. The Directorate General of Foreign Trade (DGFT) and Central Board of Indirect Taxes and Customs (CBIC) apply overlapping policy controls, including designated food-import entry points under General Note 4(D) of Schedule I of the ITC (HS) 2022.

The single most common error on this tariff line is submitting an FSSAI Import Licence without uploading the Food Grade Certificate (document code 6570FS) as a separate e-Sanchit attachment. Customs systems treat each document code as an independent verification gate; a missing 6570FS triggers a PGA-facilitated-bill query and delays out-of-charge even when the licence itself is current and the label is compliant. Pre-verify all three document codes in e-Sanchit against the bill of entry IRN before vessel arrival.
