Grain sorghum, other than seed-grade varieties
HSN 1007 90 00 (Other grain sorghum) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and food-safety clearance under the Food Safety and Standards Act, 2006, and the FSS (Import) Regulations, 2017. The Directorate General of Foreign Trade (DGFT) administers an ITC (HS) policy overlay under General Note 4(D) of Schedule I, restricting import to designated food-import entry points. Central Board of Indirect Taxes and Customs (CBIC) instructions govern e-Sanchit document verification at the bill of entry.
- Import Licence from FSSAI
- Food Grade Certificate from FSSAI
- Specimen copy of label from FSSAI
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade, Central Board of Indirect Taxes and Customs.
- 1Obtain a current FSSAI Import Licence and ensure it is uploaded in e-Sanchit under document code 911001 before filing the bill of entry. Also upload the Specimen Copy of Label (document code 0110FS) and the Food Grade Certificate (document code 6570FS); customs out-of-charge will be withheld until all three documents are verified in e-Sanchit.CBIC Instruction 10/2022-Customs dated 28-06-2022 · CBIC Instruction 09/2023-Cus dated 07-03-2023 · FSSAI order dated 18-11-2022 under F.No.Import/TFM/APEX/2022-FSSAI
- 2Route the consignment only through a designated food-import entry point in compliance with General Note 4(D) of Schedule I of the ITC (HS) 2022. Arrival at a non-designated port renders the consignment liable to detention pending re-routing or confiscation.General Note 4(D) of Schedule I of the ITC (HS) 2022 · CBIC Instruction 05/2023-Cus dated 08-02-2023
- 3Ensure label compliance under the FSS (Labelling and Display) Regulations, 2020 before shipment; rectifiable labelling deficiencies — including per-serve RDA contribution and expiry-date co-labelling — may be corrected at customs-bonded warehouses by affixing a single non-detachable sticker next to the principal display panel, without altering the original label, prior to FSSAI inspection.CBIC Instruction 10/2022-Customs dated 28-06-2022, Para 2(i) · FSSAI Letter 1828/Misc Matters/FSSAI/Imports-2021 dated 17-06-2022 · FSS (Import) Regulations, 2017, Regulation 6
The most common error on this tariff line is confusing the rectifiable-labelling dispensation with a general exemption from pre-shipment label compliance. The dispensation under CBIC Instruction 10/2022-Customs covers only the specific items listed — per-serve RDA contribution and expiry-date co-labelling — and requires manufacturer-sourced information verified by the authorised officer; labels with substantive deficiencies beyond this narrow list are not rectifiable at port and attract consignment detention or re-export. The Food Grade Certificate (document code 6570FS) is a separate requirement from the FSSAI Import Licence and must be uploaded independently.
