HSN 1006 30 99 (semi-milled or wholly milled rice, other varieties) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and food-safety clearance under the Food Safety and Standards Act, 2006. Import is additionally restricted to State Trading Enterprises under DGFT Notification 44/2025-26 dated 15-10-2025, and consignments must enter only through designated food-import ports per General Note 4(D) of Schedule I of the ITC (HS) 2022.

- 3Route the consignment only through one of the designated food-import ports mandated under General Note 4(D) of Schedule I of the ITC (HS) 2022. The most common error on this tariff line is treating the FSSAI clearance and the State Trading Enterprise restriction as independent hurdles to be addressed sequentially at port. A private importer without STE status who presents complete FSSAI documentation will still face detention and mandatory re-export, because the STE-only import restriction under DGFT Notification 44/2025-26 operates as a threshold condition that the FSSAI licence cannot cure. Confirm STE eligibility before the purchase order is placed, not at the bill-of-entry stage.
