Semi-milled or wholly milled basmati rice
HSN 1006 30 92 (Basmati rice) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence under the Food Safety and Standards Act, 2006, with import permitted only through a designated State Trading Enterprise as notified by the Directorate General of Foreign Trade (DGFT). A GM-free certificate from the competent government authority of the exporting country is mandatory, and consignments must enter only through designated food-import ports under General Note 4(D) of Schedule I of the ITC (HS) 2022.

The most common error on this tariff line is sourcing basmati rice through a private trading entity rather than an authorised State Trading Enterprise — a structural non-compliance that cannot be rectified after vessel departure and results in consignment detention, demurrage, and mandatory re-export or confiscation.
