Rice, GI recognised
GI recognised semi-milled or wholly milled rice
HSN 1006 30 91 (Rice, GI recognised) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence under the Food Safety and Standards Act, 2006, with import permitted only through a State Trading Enterprise per DGFT Notification 44/2025-26 dated 15-10-2025. A GM-free certificate from the competent government authority of the exporting country is mandatory, and consignments must enter through designated food-import ports under General Note 4(D) of Schedule I of the ITC (HS) 2022.
- Import Licence from FSSAI
- Food grade certificate from FSSAI
- Specimen copy of label from FSSAI
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade, Central Board of Indirect Taxes and Customs.
- 1Ensure the import is channelled exclusively through a State Trading Enterprise as required by DGFT Notification 44/2025-26 dated 15-10-2025 and Supplementary Note 1 of Chapter 10. Direct import by private parties without a State Trading Enterprise is not permitted for this tariff line.DGFT Notification 44/2025-26 dated 15-10-2025 · Supplementary Note 1 of Chapter 10, ITC (HS)
- 2Obtain a GM-free certificate from the competent government authority of the exporting country confirming the rice is free of genetically modified organisms. Upload the FSSAI Import Licence (document code 911001), Specimen Copy of Label (document code 0110FS), and Food Grade Certificate (document code 6570FS) in e-Sanchit before filing the bill of entry.CBIC Instruction 09/2023-Cus dated 07-03-2023 · CBIC Instruction 10/2022-Cus dated 28-06-2022 · FSSAI order dated 18-11-2022
- 3Route the consignment only through one of the designated food-import entry points under General Note 4(D) of Schedule I of the ITC (HS) 2022. Any labelling deficiencies permissible under the FSS (Labelling and Display) Regulations, 2020 must be rectified at a customs-bonded warehouse before visual inspection, by affixing a single non-detachable sticker without altering the original label.General Note 4(D), Schedule I, ITC (HS) 2022 · FSSAI Letter 1828/Misc Matters/FSSAI/Imports-2021 dated 17-06-2022 · CBIC Instruction 10/2022-Cus dated 28-06-2022
The most common error on this tariff line is a private importer filing a bill of entry directly, overlooking the State Trading Enterprise channelisation requirement operative from 15 October 2025 under DGFT Notification 44/2025-26. A consignment arriving without State Trading Enterprise involvement is not merely delayed — it is detained as an import in contravention of the ITC (HS) Restricted-import regime, attracting confiscation and monetary penalty regardless of whether the FSSAI documents are otherwise in order.
