Semi-milled or wholly milled rice, other than basmati
HSN 1006 30 19 (semi-milled or wholly milled rice, other) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence requirements under the Food Safety and Standards Act, 2006, and import is permitted only through a State Trading Enterprise (STE) as notified by the Directorate General of Foreign Trade (DGFT). Consignments must additionally be accompanied by a GM-free certificate from competent government authorities of the exporting country, and entry is restricted to the 79 designated food-import ports under General Note 4(D) of Schedule I of the ITC (HS) 2022.

The most common error on this tariff line is overlooking the STE-channelisation requirement and attempting direct commercial import after securing the FSSAI Import Licence. The FSSAI clearance does not substitute for the STE condition imposed by DGFT Notification 44/2025-26; a bill of entry filed by a non-STE importer will be treated as a Restricted-import policy violation regardless of the completeness of the food-safety documentation, exposing the consignment to detention and potential confiscation.
