Semi-milled or wholly milled Basmati rice
HSN 1006 30 12 (Basmati rice) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and labelling compliance under the Food Safety and Standards Act, 2006. Import is permitted only through a State Trading Enterprise as notified by the Directorate General of Foreign Trade (DGFT) under Notification 44/2025-26 dated 15-10-2025, and consignments must be accompanied by a GM-free certificate from the competent authority of the exporting country.

- 3Route the consignment only through one of the designated food-import entry points under General Note 4(D) of Schedule I of the ITC (HS) 2022. The single most common failure on this tariff line is overlooking the STE-channel requirement: even a fully FSSAI-licensed importer with all documents in order cannot import Basmati rice directly — the import must flow through a State Trading Enterprise per DGFT Notification 44/2025-26. A consignment arriving on a direct commercial bill of entry is liable to detention and refusal of out-of-charge regardless of the completeness of the FSSAI and GM-free documentation.
