    Upload the mandatory e-Sanchit documents before filing the bill of entry: FSSAI Import Licence (document code 911001), Specimen Copy of Label (document code 0110FS), and Food Grade Certificate (document code 6570FS). A GM-free certificate from the competent government authority of the exporting country must also be furnished to establish that the consignment is free of genetically modified rice.

    Route the consignment through one of the 79 designated food-import entry points under General Note 4(D) of Schedule I of the ITC (HS) 2022. Any labelling deficiency permissible under FSS (Labelling and Display) Regulations, 2020 may be rectified at the customs bonded warehouse by affixing a single non-detachable sticker before out-of-charge, per CBIC Instruction 10/2022-Cus dated 28-06-2022.

A word of counsel

The most common error on this tariff line is overlooking the State Trading Enterprise channel requirement and attempting direct commercial import. Even when FSSAI documentation is complete and GM-free certification is in order, a consignment imported outside the STE route is in breach of the DGFT Notification 44/2025-26 restriction and is liable to detention and re-export. Confirm the STE mandate and the Finance Bill 2025 treatment of parboiled GI-recognised rice (effective 1 May 2025) before placing the purchase order.
