HSN 1006 10 90 (Rice in the husk — other) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence requirements under the Food Safety and Standards Act, 2006, with import permitted only through the Food Corporation of India (STE channel) subject to Para 2.20 of the Foreign Trade Policy administered by the Directorate General of Foreign Trade (DGFT). Consignments must comply with General Note 4(D) of Schedule I of the ITC (HS) 2022 for designated food-import entry points, and a GM-free certificate from the competent government authority of the exporting country is mandatory.

The most common error on this tariff line is arriving at port without the GM-free certificate from the exporting country's competent authority — a deficiency that is not rectifiable under the FSSAI labelling-dispensation regime and results in consignment detention pending re-export or confiscation. The STE channelisation requirement through the Food Corporation of India under Para 2.20 of the FTP is a separate and concurrent obligation; clearing the FSSAI licence does not satisfy the channelisation condition, and a non-STE import is treated as a violation of the Restricted-import policy regardless of FSSAI compliance.
