The most common error on this tariff line is arriving at the port with a Phyto Sanitary Certificate but no GM-free certificate from the exporting country's competent authority — the two are independent obligations. A deficient or absent GM-free certificate does not become rectifiable after vessel arrival; customs officers are required to withhold out-of-charge until the certificate is produced, and prolonged detention accrues demurrage and ground rent that cannot be recovered.
