HSN 1005 90 19 (Other maize/corn) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and labelling compliance under the Food Safety and Standards Act, 2006, and the FSS (Import) Regulations, 2017. Import is additionally governed by ITC (HS) food-import entry-point restrictions under General Note 4(D) of Schedule I of the ITC (HS) 2022, administered by the Directorate General of Foreign Trade (DGFT).

The most common error on this tariff line is treating an FSSAI licence as the only compliance requirement and overlooking the designated-port restriction under General Note 4(D). A consignment arriving at an undesignated port with an otherwise current FSSAI Import Licence will be detained — the labelling rectification window and out-of-charge flow are only available at the 79 designated food-import entry points, and demurrage accrues while the entry-point violation is resolved.
