HSN 1004 90 00 (Other oats) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and labelling compliance under the Food Safety and Standards Act, 2006, including the FSS (Import) Regulations, 2017 and the FSS (Labelling and Display) Regulations, 2020. Consignments must enter only through designated food-import entry points under General Note 4(D) of Schedule I of the ITC (HS) 2022, with the Directorate General of Foreign Trade (DGFT) and the Central Board of Indirect Taxes and Customs (CBIC) applying policy and customs overlays.

The most common error on this tariff line is uploading only the FSSAI Import Licence and neglecting the food grade certificate (6570FS) and specimen copy of label (0110FS) as independent e-Sanchit uploads. A PGA-facilitated bill of entry in which any one of these three documents is absent triggers detention at the port — the rectifiable-labelling dispensation applies only to specific label information deficiencies, not to missing PGA clearance documents, and cannot be used to remedy a missing food grade certificate after arrival.
