Wheat (other, non-durum) for food import
HSN 1001 99 10 (Wheat) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and Non-GM Origin cum GM-Free certification under the Food Safety and Standards Act, 2006, with import channelled through the Food Corporation of India (FCI) under Policy Condition (4) of Chapter 10 of the ITC (HS) policy and Para 2.20 of the Foreign Trade Policy. Plant Protection, Quarantine and Storage (PPQS) phytosanitary clearance and Directorate General of Foreign Trade (DGFT) restricted-import controls apply as additional clearance requirements, and consignments must enter through designated food-import ports under General Note 4(D) of Schedule I of the ITC (HS) 2022.

- 2Obtain a Non-GM Origin cum GM-Free Certificate for every consignment dispatched from the exporting country on or after 1 March 2021. A Non-GM attestation endorsed on the phytosanitary or health certificate is acceptable, provided it contains all information and declarations in the format prescribed by FSSAI. - 3Route the consignment exclusively through one of the 79 designated food-import ports under General Note 4(D) of Schedule I of the ITC (HS) 2022. The most common error on this tariff line is dispatching the consignment before the Non-GM Origin cum GM-Free Certificate is finalised, on the mistaken assumption that the FSSAI Import Licence alone is sufficient. For consignments shipped on or after 1 March 2021, absence of a compliant Non-GM certificate — whether standalone or endorsed on the phytosanitary certificate — results in detention at the designated port; the FSSAI rectifiable-labelling dispensation covers label deficiencies only and does not extend to missing food-safety or GM-status clearances.
