Dill
Dill spice (dried, whole or ground)
HSN 0910 99 25 (Dill) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and labelling compliance under the Food Safety and Standards Act, 2006, with the ITC (HS) Chapter 9 policy conditions administered by the Directorate General of Foreign Trade (DGFT) — including a minimum 25% value-addition requirement per DGFT Public Notice 08/2024-25 dated 03-06-2024. Consignments must enter through designated food-import ports under General Note 4(D) of Schedule I of the ITC (HS) 2022, and import under Duty-Free Import Authorisation is not permissible as all spices fall under Appendix 4J.
- Import Licence from FSSAI
- Phytosanitary Certificate from exporter
- Food grade certificate from FSSAI
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade, Central Board of Indirect Taxes and Customs.
- 1Obtain a current FSSAI Import Licence and upload it in e-Sanchit under document code 911001 before filing the bill of entry. Also upload the Specimen Copy of Label (document code 0110FS) and the Food Grade Certificate (document code 6570FS); the proper officer will verify all three before granting out-of-charge.FSSAI Import Licence · document codes 911001, 0110FS, 6570FS · CBIC Instruction 09/2023-Cus dated 07-03-2023
- 2Ensure a Phytosanitary Certificate (document code 851000) accompanies the consignment and is uploaded in e-Sanchit. Verify the consignment CIF value reflects a minimum 25% value addition as required under the ITC (HS) Chapter 9 policy conditions; non-compliance triggers Restricted-import enforcement.DGFT Public Notice 08/2024-25 dated 03-06-2024 · General Note 4(D) of Schedule I of ITC (HS) 2022
- 3Confirm the consignment arrives through one of the 79 designated food-import ports. Note that import of dill under Duty-Free Import Authorisation is categorically impermissible, as all spices fall under Appendix 4J and are subject to a pre-import condition irrespective of intended end use.DGFT Policy Circular 05/2025 dated 22-09-2025 · General Note 4(D) of Schedule I of ITC (HS) 2022
The most common error on this tariff line is attempting to import dill under a Duty-Free Import Authorisation on the basis that it will be used as an input for export production. DGFT Policy Circular 05/2025 dated 22-09-2025 closes this route entirely: all spices, including dill, fall under Appendix 4J and carry a pre-import condition, making DFIA use impermissible under any circumstances. Shippers who discover this post-dispatch face re-export or confiscation, not a rectifiable deficiency.
