DGFT Policy Circular 05/2025 dated 22-09-2025 explicitly clarifies that all spices under Appendix 4J — including turmeric powder — are subject to a pre-import condition and are ineligible for DFIA importation under any circumstances, including for re-export or manufacturing end use; consignments arriving on DFIA authorisations are liable to detention and demand of full applicable duties.
