Crushed or ground anise seeds
HSN 0909 62 10 (Crushed or ground anise) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and labelling compliance under the Food Safety and Standards Act, 2006, and the FSS (Import) Regulations, 2017. The tariff line carries ITC (HS) policy condition 1 of Chapter 09 administered by the Directorate General of Foreign Trade (DGFT), and consignments are permitted only through designated food-import entry points under General Note 4(D) of Schedule I of the ITC (HS) 2022. Notably, spices including anise are listed under Appendix 4J and are ineligible for import under Duty Free Import Authorisation under any circumstances.

- 2Obtain a Phytosanitary Certificate from the competent authority of the exporting country (document code 851000) and upload it in e-Sanchit. - 3Confirm that the import is not being made under a Duty Free Import Authorisation (DFIA). All spices fall under Appendix 4J of the ITC (HS) and are subject to a pre-import condition; import of anise under DFIA is not permissible under any circumstances, irrespective of intended end use.DGFT Policy Circular 05/2025 dated 22-09-2025
The DFIA ineligibility for all spices under Appendix 4J is a hard bar, not a procedural deficiency — attempting to clear crushed anise under a DFIA will result in a policy-condition violation and potential confiscation of the consignment regardless of the FSSAI licence status or end-use declaration. Additionally, any labelling deficiencies on the principal display panel may be rectified at customs bonded warehouses only by affixing a single non-detachable sticker without altering the original label, and only for the categories specified in the CBIC Instruction 10/2022-Cus and the FSSAI clarification order dated 18-11-2022; missing PGA clearances are not rectifiable under the labelling dispensation.
