Whole coriander, cumin, caraway and fennel seeds (neither crushed nor ground)
HSN 0909 21 90 (whole seeds of coriander, cumin, caraway, fennel and related spices) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and labelling compliance under the Food Safety and Standards Act, 2006, as a food import under ITC (HS) policy condition 1 of Chapter 9. Consignments must enter through designated food-import ports under General Note 4(D) of Schedule I of the ITC (HS) 2022, and all spices under Appendix 4J are ineligible for import under DFIA per DGFT policy circular 05/2025.

- 2Route the consignment exclusively through one of the designated food-import ports under General Note 4(D) of Schedule I of the ITC (HS) 2022. The most frequent error on this tariff line is attempting to import whole spice seeds under a Duty Free Import Authorisation. DGFT Policy Circular 05/2025 removes any ambiguity: all spices in Appendix 4J carry a pre-import condition that bars DFIA use regardless of end use, and consignments processed on a DFIA basis are liable to detention and retrospective duty recovery. Verify the import authorisation route before the purchase order is placed; rectification after arrival is not available for an ineligible authorisation type.
