Other green tea (not fermented), unblended or blended
HSN 0902 20 90 (Other green tea, not fermented) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and food-safety clearance under the Food Safety and Standards (Import) Regulations, 2017. Plant Protection, Quarantine and Storage (PPQS) phytosanitary clearance applies concurrently, and consignments are permitted only through designated food-import ports under General Note 4(D) of Schedule I of the ITC (HS) 2022. Imports from Nepal additionally require a licence under the Tea (Distribution & Export) Control Order, 2005 and a clearance certificate from the Tea Council.

The single most common error on this tariff line is treating the FSSAI Import Licence as the only clearance needed and overlooking the Tea Board Clearance Certificate (document code 911TB1) and the Nepal-specific Tea (Distribution & Export) Control Order, 2005 licence. Consignments from Nepal that arrive without the Tea Council clearance certificate are detained at the designated port pending verification, and the detention is not rectifiable by a labelling-sticker remedy — it requires a fresh NOC from the Tea Council before out-of-charge is granted.
