    If the coffee husks and skins were originally exported from India and are being re-imported, obtain a Coffee Board permit before filing the bill of entry. A consignment that clears FSSAI and DGFT conditions without the Coffee Board permit is still liable to detention and confiscation as an unlicensed re-import. Verify the origin trail at the purchase-order stage — not at the port — because the Coffee Board permit cannot be obtained retrospectively once the bill of entry is filed.
