HSN 0901 21 10 (Roasted coffee, not decaffeinated, in bulk packing) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and labelling compliance under the Food Safety and Standards Act, 2006, including the FSS (Import) Regulations, 2017 and FSS (Labelling and Display) Regulations, 2020. The tariff line is also governed by ITC (HS) policy condition no. 1 of Chapter 09 administered by the Directorate General of Foreign Trade (DGFT), with designated food-import port restrictions under General Note 4(D) of Schedule I of the ITC (HS) 2022.

The most common error on this tariff line is treating the FSSAI Import Licence as sufficient and overlooking the Food Grade Certificate (document code 6570FS), which is a separately mandated e-Sanchit upload. A bill of entry presented without all three documents — Import Licence, Food Grade Certificate, and Specimen Copy of Label — will be held pending by the customs proper officer, triggering detention, demurrage, and ground rent accrual at the designated port. The rectifiable-labelling dispensation covers only specified formatting gaps and does not cure a missing PGA clearance document.
