HSN 0901 11 90 (unroasted, not-decaffeinated coffee — other varieties) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and labelling compliance under the Food Safety and Standards Act, 2006, with documentary verification governed by the FSS (Import) Regulations, 2017. The tariff line is subject to ITC (HS) policy condition 1 of Chapter 09 administered by the Directorate General of Foreign Trade (DGFT), and consignments must enter only through designated food-import ports under General Note 4(D) of Schedule I of the ITC (HS) 2022. The most common error on this tariff line is treating a current FSSAI Import Licence as sufficient clearance and overlooking the Food Grade Certificate (document code 6570FS) as a separately required e-Sanchit upload. Customs proper officers are explicitly instructed to verify all three document codes — 911001, 0110FS, and 6570FS — before out-of-charge; a missing Food Grade Certificate will halt clearance even when the FSSAI licence is current and valid. Importers re-exporting Indian-origin coffee and then re-importing it often miss the Coffee Board permit requirement under the Coffee Act, 1942 entirely, which is a distinct and non-waivable overlay.
