HSN 0901 11 45 (Bulk, not-decaffeinated coffee) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and labelling compliance under the Food Safety and Standards Act, 2006, read with the FSS (Import) Regulations, 2017. The tariff line is also subject to ITC (HS) policy condition 1 of Chapter 09 administered by the Directorate General of Foreign Trade (DGFT), and food-import entry-point restrictions under General Note 4(D) of Schedule I of the ITC (HS) 2022. Re-imports of coffee originally exported from India additionally require a Coffee Board permit under Section 21 of the Coffee Act, 1942.

- 2Route the consignment only through a designated food-import entry point compliant with General Note 4(D) of Schedule I of the ITC (HS) 2022 and ensure the consignment satisfies ITC (HS) policy condition 1 of Chapter 09. The most frequent error on this tariff line is overlooking the Coffee Board permit requirement for re-imported coffee — importers treating re-imports as ordinary first-time food imports and filing only FSSAI documents face consignment detention when the Coffee Act, 1942 trigger is raised at the port. Separately, rectifiable-labelling dispensation under the FSSAI/CBIC regime covers only the specific fields listed in the FSS (Labelling and Display) Regulations, 2020; a missing FSSAI Import Licence itself is not a rectifiable deficiency and results in outright refusal of out-of-charge.
