Unroasted not-decaffeinated coffee, PB grade
HSN 0901 11 42 (PB Grade coffee) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and label-compliance requirements under the Food Safety and Standards Act, 2006. The tariff line carries ITC (HS) policy condition no. 1 of Chapter 09 administered by the Directorate General of Foreign Trade (DGFT), and consignments must enter only through designated food-import ports per General Note 4(D) of Schedule I of the ITC (HS) 2022. Re-imports of coffee originally exported from India additionally require a Coffee Board permit under Section 21 of the Coffee Act, 1942.

The most common error on this tariff line is treating FSSAI label rectification as a broad dispensation that delays document uploading. The rectifiable-labelling regime under CBIC Instruction 09/2023-Cus applies only to specified information gaps — per-serve RDA percentages and expiry-date additions confirmed by the manufacturer — and does not excuse an absent or expired FSSAI Import Licence, a missing Food Grade Certificate, or failure to route through a designated food-import port, each of which results in consignment detention and accruing demurrage.
