HSN 0901 11 33 (C Grade coffee, not decaffeinated) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence under the Food Safety and Standards Act, 2006, with consignments permitted only through designated food-import ports under General Note 4(D) of Schedule I of the ITC (HS) 2022. The Directorate General of Foreign Trade (DGFT) classifies this tariff line under ITC (HS) policy condition 1 of Chapter 9. Re-import of coffee originally exported from India additionally requires a Coffee Board permit under Section 21 of the Coffee Act, 1942.

Customs officers verify all three document codes — 911001, 6570FS, and 0110FS — independently before granting out-of-charge; a missing Food Grade Certificate results in consignment detention even when the Import Licence is current. Importers re-importing Indian-origin coffee compound this risk by also neglecting the Coffee Board permit under Section 21 of the Coffee Act, 1942.
