B/B/B Grade
Unroasted not-decaffeinated coffee, B/B/B grade
HSN 0901 11 24 (B/B/B Grade coffee) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and food-safety clearance under the Food Safety and Standards Act, 2006, with import governed by ITC (HS) policy condition 1 of Chapter 09 administered by the Directorate General of Foreign Trade (DGFT). Consignments must enter only through designated food-import ports per General Note 4(D) of Schedule I of the ITC (HS) 2022, with Central Board of Indirect Taxes and Customs (CBIC) e-Sanchit document verification at the bill of entry.
- Import Licence from FSSAI
- Food Grade Certificate from FSSAI
- Specimen label copy from FSSAI
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade, Central Board of Indirect Taxes and Customs.
- 1Obtain an FSSAI Import Licence (document code 911001) before filing the bill of entry and ensure it is uploaded in e-Sanchit. Also upload the Specimen Copy of Label (document code 0110FS) and Food Grade Certificate (document code 6570FS); the proper officer will verify all three documents before granting out-of-charge.FSSAI Import Licence document code 911001 · document codes 0110FS and 6570FS · ITC (HS) policy condition 1, Chapter 09
- 2Route the consignment only through one of the designated food-import entry points and confirm compliance with General Note 4(D) of Schedule I of the ITC (HS) 2022. Labelling deficiencies permissible for rectification at the port must be corrected at a customs bonded warehouse by affixing a single non-detachable sticker adjacent to the principal display panel, without altering the original label.General Note 4(D), Schedule I, ITC (HS) 2022 · CBIC Instruction 10/2022-Customs dated 28-06-2022 · FSSAI Letter 1828/Misc Matters/FSSAI/Imports-2021 dated 17-06-2022 · CBIC Instruction 09/2023-Cus dated 07-03-2023
- 3If the coffee is a re-import of coffee originally exported from India, a Coffee Board permit is separately required under Section 21 of the Coffee Act, 1942, in addition to all FSSAI clearances. Absence of the Coffee Board permit for re-imported consignments constitutes a distinct statutory contravention independent of the FSSAI regime.Section 21, Coffee Act, 1942
The most common error on this tariff line is treating the FSSAI Import Licence as the sole clearance and overlooking the Food Grade Certificate (document code 6570FS) as a separately mandatory e-Sanchit upload. A bill of entry presented without all three documents — FSSAI Import Licence (911001), Specimen Copy of Label (0110FS), and Food Grade Certificate (6570FS) — will not receive out-of-charge, exposing the consignment to port demurrage and ground rent while documents are procured retrospectively. Additionally, importers re-introducing Indian-origin coffee must obtain a Coffee Board permit under Section 21 of the Coffee Act, 1942, a requirement that is entirely separate from the FSSAI framework.
