C Grade
Unroasted not-decaffeinated coffee, C Grade
HSN 0901 11 23 (C Grade unroasted, not-decaffeinated coffee) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and labelling compliance under the Food Safety and Standards Act, 2006, and ITC (HS) policy condition 1 of Chapter 9 administered by the Directorate General of Foreign Trade (DGFT). Consignments must enter through food-import entry points designated under General Note 4(D) of Schedule I of the ITC (HS) 2022, with mandatory e-Sanchit document uploads verified by the Central Board of Indirect Taxes and Customs (CBIC) before out-of-charge.
- Import Licence from FSSAI
- Food grade certificate from FSSAI
- Specimen copy of label from FSSAI
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade, Central Board of Indirect Taxes and Customs.
- 1Obtain a current FSSAI Import Licence (document code 911001) and ensure it is uploaded in e-Sanchit before filing the bill of entry. The proper officer will verify that the licence, a specimen copy of label (document code 0110FS), and the food grade certificate (document code 6570FS) are all uploaded before granting out-of-charge.FSSAI Import Licence · document codes 911001, 0110FS, 6570FS · ITC (HS) policy condition 1 of Chapter 9
- 2Route the consignment through a designated food-import entry point under General Note 4(D) of Schedule I of the ITC (HS) 2022. Ensure label compliance with the FSS (Labelling and Display) Regulations, 2020; rectifiable labelling deficiencies — including per-serve percentage contribution to recommended dietary allowance and date of expiry alongside best-before date — may be corrected at customs bonded warehouses by affixing a single non-detachable sticker before inspection.General Note 4(D) of Schedule I, ITC (HS) 2022 · CBIC Instruction 10/2022-Customs dated 28-06-2022 · CBIC Instruction 09/2023-Cus dated 07-03-2023 · FSSAI order dated 18-11-2022
- 3For re-import of coffee originally exported from India, obtain a Coffee Board permit before the bill of entry is filed. This requirement applies in addition to the FSSAI clearance and is governed by Section 21 of the Coffee Act, 1942.Section 21 of the Coffee Act, 1942
The most common error on this tariff line is overlooking the Coffee Board permit requirement for re-imported Indian-origin coffee, treating it as an ordinary food import that requires only the FSSAI Import Licence. Section 21 of the Coffee Act, 1942 imposes a distinct and parallel obligation; a consignment of re-imported Indian coffee arriving without the Coffee Board permit is liable to detention regardless of full FSSAI documentation. Confirm the origin and export history of the lot before the bill of entry is filed.
