C Grade
Unroasted, not decaffeinated coffee, C grade
HSN 0901 11 13 (C Grade unroasted, not decaffeinated coffee) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence under the Food Safety and Standards Act, 2006, with compliance required under ITC (HS) policy condition no. 1 of Chapter 09 administered by the Directorate General of Foreign Trade (DGFT). Consignments must be routed through designated food-import entry points per General Note 4(D) of Schedule I of the ITC (HS) 2022, and re-imports of Indian-origin coffee additionally require a Coffee Board permit under Section 21 of the Coffee Act, 1942.
- Import Licence from FSSAI
- Food grade certificate from FSSAI
- Specimen copy of label from FSSAI
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade, Central Board of Indirect Taxes and Customs.
- 1Obtain a current FSSAI Import Licence and ensure the mandatory documents — Specimen Copy of Label (document code 0110FS), Food Grade Certificate (document code 6570FS), and FSSAI Import Licence (document code 911001) — are uploaded in e-Sanchit before filing the bill of entry. Customs out-of-charge will not be granted until all three codes are verified in e-Sanchit.FSSAI Import Licence document code 911001; document codes 0110FS and 6570FS; ITC (HS) policy condition no. 1 of Chapter 09
- 2Route the consignment only through a designated food-import entry point in compliance with General Note 4(D) of Schedule I of the ITC (HS) 2022. Ensure labelling conforms to the FSS (Labelling and Display) Regulations, 2020; permissible rectification of specified labelling deficiencies may be carried out at customs bonded warehouses by affixing a single non-detachable sticker before authorised-officer inspection.General Note 4(D) of Schedule I of the ITC (HS) 2022; CBIC Instruction 10/2022-Customs dated 28-06-2022; CBIC Instruction 09/2023-Cus dated 07-03-2023; FSSAI order dated 18-11-2022
- 3For re-imports of coffee originally exported from India, obtain a Coffee Board permit prior to filing the bill of entry. This requirement is independent of the FSSAI clearance and applies specifically to re-import scenarios under Section 21 of the Coffee Act, 1942.Section 21 of the Coffee Act, 1942; ITC (HS) policy condition no. 1 of Chapter 09
The most common error on this tariff line is overlooking the Coffee Board permit obligation for re-imports of Indian-origin coffee, treating the FSSAI clearance as the sole gate. The Coffee Board permit under Section 21 of the Coffee Act, 1942 is a separate, independent requirement triggered at the point of re-import; its absence leads to detention and potential confiscation irrespective of FSSAI compliance. Importers should also confirm that the Food Grade Certificate (document code 6570FS) is distinct from the FSSAI Import Licence and must be uploaded as a separate e-Sanchit document.
