HSN 0901 11 11 (A Grade unroasted, non-decaffeinated coffee) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and food-labelling compliance under the Food Safety and Standards Act, 2006, and must enter only through designated food-import ports per General Note 4(D) of Schedule I of the ITC (HS) 2022. The Directorate General of Foreign Trade (DGFT) classifies this tariff line as subject to ITC (HS) policy condition 1 of Chapter 9, with Central Board of Indirect Taxes and Customs (CBIC) oversight at the bill-of-entry stage. Re-import of coffee originally exported from India additionally requires a Coffee Board permit under Section 21 of the Coffee Act, 1942.

- 2Route the consignment through one of the designated food-import entry points per General Note 4(D) of Schedule I of the ITC (HS) 2022, and ensure compliance with ITC (HS) policy condition 1 of Chapter 9. - 3If the consignment is a re-import of coffee originally exported from India, obtain a Coffee Board permit before filing the bill of entry. The most frequent error on this tariff line is treating the FSSAI Import Licence as the sole clearance and overlooking the Food Grade Certificate (document code 6570FS) as a separate mandatory upload in e-Sanchit. A bill of entry presented with the licence but without the food grade certificate will not receive out-of-charge, and the consignment will be detained — accruing demurrage and ground rent — until the missing document is uploaded and verified by the authorised officer.
