PEEL OF CITRUS FRUIT OR MELONS (INCLUDING WATER MELONS), FRESH, FROZEN, DRIED OR PROVISIONALLY PRE-SERVED IN BRINE, IN SULPHUR WATER OR IN OTHER PRESERVA-TIVE SOLUTIONS
Peel of citrus fruit or melons, fresh, dried or preserved
HSN 0814 00 00 (Peel of citrus fruit or melons) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence requirements under the Food Safety and Standards Act, 2006, and entry is permitted only through designated food-import ports under General Note 4(D) of Schedule I of the ITC (HS) 2022. Directorate General of Foreign Trade (DGFT) Restricted-import policy and Central Board of Indirect Taxes and Customs (CBIC) customs overlays apply as additional clearance requirements.
- Import Licence from FSSAI
- Phytosanitary Certificate from exporting country
- Specimen copy of label from importer
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade, Central Board of Indirect Taxes and Customs.
- 1Obtain a valid FSSAI Import Licence and ensure it is uploaded in e-Sanchit under document code 911001 before filing the bill of entry. The Phytosanitary Certificate (document code 851000) and Specimen Copy of Label (document code 0110FS) must also be uploaded in e-Sanchit prior to customs out-of-charge.CBIC Instruction 09/2023-Cus dated 07-03-2023 · FSSAI order dated 18-11-2022 under F.No.Import/TFM/APEX/2022-FSSAI
- 2Route the consignment only through a designated food-import entry point in compliance with General Note 4(D) of Schedule I of the ITC (HS) 2022. Arrival at a non-designated port renders the consignment liable to detention pending re-routing or re-export.General Note 4(D) of Schedule I of ITC (HS) 2022 · CBIC Instruction 05/2023-Cus dated 08-02-2023
- 3Ensure labelling on the consignment complies with the FSS (Labelling and Display) Regulations, 2020 before visual inspection by the FSSAI authorised officer. Rectifiable labelling deficiencies — including per-serve RDA percentages and date of expiry alongside best-before date — may be corrected at customs bonded warehouses by affixing a single non-detachable sticker, provided corrections are made by the manufacturer and verified by the authorised officer.CBIC Instruction 10/2022-Cus dated 28-06-2022 · FSSAI Letter 1828/Misc Matters/FSSAI/Imports-2021 dated 17-06-2022 · CBIC Instruction 09/2023-Cus dated 07-03-2023
The most common error on this tariff line is treating a rectifiable labelling deficiency as equivalent to a substantive FSSAI clearance failure. Labelling defects that fall within the permitted rectification categories under Regulation 6 of the FSS (Import) Regulations, 2017 and the FSSAI orders of 22-05-2018 and 14-01-2019 may be corrected at the bonded warehouse — but a missing FSSAI Import Licence or absent Phytosanitary Certificate cannot be rectified post-arrival and will result in consignment detention, accrual of demurrage and ground rent, and potential re-export.
