HSN 0813 50 10 (Mixtures of nuts) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence under the Food Safety and Standards Act, 2006, with mandatory Phytosanitary Certificate and label-compliance requirements at the bill-of-entry stage. Consignments are restricted to designated food-import entry points under General Note 4(D) of Schedule I of the ITC (HS) 2022, administered by the Directorate General of Foreign Trade (DGFT) and overseen by the Central Board of Indirect Taxes and Customs (CBIC).

The most common error on this tariff line is uploading the FSSAI Import Licence but neglecting to upload the Phytosanitary Certificate (document code 851000) as a separate e-Sanchit entry. Customs officers conducting PGA-facilitated bill verification treat a missing Phytosanitary Certificate as an independent documentary deficiency — not a rectifiable labelling defect — and will withhold out-of-charge even when the FSSAI licence and label are in order. Confirm all three document codes (911001, 851000, 0110FS) are individually uploaded and IRN-referenced before vessel arrival.
