HSN 0811 20 90 covers frozen berries (raspberries, blackberries, mulberries, loganberries, currants and gooseberries, other than those classifiable under specific sub-lines) and is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence requirements under the Food Safety and Standards Act, 2006. Consignments must enter through designated food-import ports in compliance with General Note 4(D) of Schedule I of the ITC (HS) 2022, administered by the Directorate General of Foreign Trade (DGFT) and Central Board of Indirect Taxes and Customs (CBIC).

- 1Obtain a current FSSAI Import Licence before the consignment is dispatched and upload it in e-Sanchit under document code 911001. The proper officer will verify this upload before granting out-of-charge; absence of the licence at the bill-of-entry stage results in consignment detention.FSSAI Import Licence · document code 911001 · CBIC Instruction 09/2023-Cus dated 07-03-2023
- 2Upload the Phytosanitary Certificate (document code 851000) and a Specimen Copy of the Label (document code 0110FS) in e-Sanchit prior to filing the bill of entry. Labelling deficiencies that fall within the rectifiable categories may be corrected at the customs bonded warehouse by affixing a single non-detachable sticker before the authorised officer's inspection, without altering the original label.CBIC Instruction 10/2022-Cus dated 28-06-2022 · FSSAI order dated 18-11-2022 · FSSAI Letter 1828/Misc Matters/FSSAI/Imports-2021 dated 17-06-2022
- 3Route the consignment only through a port designated for food imports under General Note 4(D) of Schedule I of the ITC (HS) 2022. Arrival at a non-designated port renders the consignment non-compliant with FSSAI import-entry-point requirements and attracts detention pending re-routing or re-export.General Note 4(D) of Schedule I of the ITC (HS) 2022 · CBIC Instruction 05/2023-Cus dated 08-02-2023
The most common error on this tariff line is uploading the FSSAI Import Licence while overlooking the Phytosanitary Certificate (document code 851000), which is a separate mandatory document required at the bill-of-entry stage. A missing or expired Phytosanitary Certificate is not a rectifiable labelling deficiency and cannot be corrected at the bonded warehouse — the consignment faces detention and potential re-export until a valid certificate is produced. Confirm both documents are uploaded in e-Sanchit before vessel departure from the origin port.
