Frozen strawberries, other than sweetened
HSN 0811 10 90 (frozen strawberries, residual category) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence requirements under the Food Safety and Standards Act, 2006, with consignments restricted to designated food-import entry points under General Note 4(D) of Schedule I of the ITC (HS) 2022. Phytosanitary certification and specimen label compliance are concurrent documentary requirements administered through e-Sanchit at the bill-of-entry stage.
- Import Licence from FSSAI
- Phytosanitary Certificate from exporter
- Specimen copy of label from FSSAI
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade, Central Board of Indirect Taxes and Customs.
- 1Obtain a valid FSSAI Import Licence and upload it in e-Sanchit under document code 911001 before filing the bill of entry. A Specimen Copy of Label (document code 0110FS) and a Phytosanitary Certificate (document code 851000) must also be uploaded; the proper officer will verify all three before granting out-of-charge.FSSAI Import Licence 911001 · Specimen Copy of Label 0110FS · Phytosanitary Certificate 851000 · CBIC Instruction 09/2023-Cus dated 07-03-2023
- 2Route the consignment exclusively through a designated food-import entry point as required under General Note 4(D) of Schedule I of the ITC (HS) 2022. Arrival at a non-designated port renders the consignment liable to detention pending re-routing or re-export.General Note 4(D) of Schedule I of the ITC (HS) 2022 · CBIC Instruction 05/2023-Cus dated 08-02-2023
- 3Ensure label compliance with the Food Safety and Standards (Labelling and Display) Regulations, 2020, including per-serve percentage contributions to recommended dietary allowance and dual date-of-expiry markings. Rectifiable labelling deficiencies may be corrected at customs bonded warehouses before inspection by affixing a single non-detachable sticker, without altering the original label.CBIC Instruction 10/2022-Cus dated 28-06-2022 · FSSAI clarification order dated 18-11-2022 · FSSAI Letter 1828/Misc Matters/FSSAI/Imports-2021 dated 17-06-2022
The rectifiable-labelling dispensation under CBIC Instruction 10/2022-Cus is frequently misread as a general cure for non-compliant labels: it covers only the specific items enumerated — per-serve RDA contribution and expiry-date presentation — and only where the correction is made by the manufacturer's own sticker at the bonded warehouse before authorised-officer inspection. A consignment with substantive FSS (Labelling and Display) Regulations, 2020 deficiencies beyond those enumerated is not eligible for rectification and remains subject to detention or re-export.
